From mandate to system
A requirement that keeps recurring goes to a build gate before anything is written: stop, revalidate, or allocate capital to build. Not every mandate passes it, and no build at all is a named outcome. What passes is built with the boundaries for security, data, integration, support and IP set before the first line.
From system to mandate
A deployed system raises what software does not answer: who decides, under which policy, against which standard, and who is accountable when it matters. Those are council questions — accreditation, governance, capital and risk — and they are where most deployments actually begin.
